Background Information – Job-specific
Nigeria is one of the world’s largest oil producers. Since 2004, an insurgency has broken out in the Niger delta, Nigeria’s oil-producing region. The desperately impoverished local residents of the delta have seen little benefit from Nigeria’s vast oil riches, and rebel groups are fighting for a more equal distribution of the wealth as well as greater regional autonomy. Violence by rebel groups has disrupted oil production and reduced output by about 20%.
In 2006, the United Nations Development Programme (UNDP) has launched the Niger Delta Job Creation and Conflict Prevention Initiative, funded by the SHELL Petroleum Development Company and the Bayelsa, Delta and Rivers State Governments. The general objective is to participate in mitigating the violence in the Niger delta area by offering opportunities to the youths of the militant groups. To reach this objective, the project’s aim is to convert three existing state owned vocational training facilities into Multi-Purpose Youth Centres (MPYCs). The Niger Delta militant youth groups and the youth from the immediate surrounding area are the target beneficiaries.
Following a progress review undertaken in late December 2006 in the course of which the findings and recommendations of the technical experts were considered, the initial implementing partner requested that a new management arrangement should be put in place, given the increased scope and complexity of the project. UNOPS has been chosen to be the implementation partner of UNDP and therefore wishes to appoint a Site/Resident Engineer to undertake the tasks as described hereafter.
Functional Responsibilities
-Prepare Bill of Quantity for the designed project and corresponding cost estimates based on current market prices.
-Ensure the rehabilitation and construction of the building the following:
• Site identification and technical site survey, including site planning and design
• Checking, certifying and conducting appropriate quality control tests of Form work, Reinforcement, Concreting and other works
• Ensure quality of materials being used meet the relevant specifications
• Supervision of finishing works such as plastering, painting …etc
• Taking joint measurement of work done with the Contractor’s representative at periodic intervals and make recommendations to the Programme Coordinator for progress payments to Contractors.
• Keeping site records, relating to materials, labor, and plants and equipment at site.
• Overall quality control.
• Ensure safety at site.
- Advice on good environmental practices and controls during construction and mitigate environmental impacts of the work.
- Ensure the Contractor complies with their work plans to complete the works within the specified time frame.
- Liaise with community leaders and local community workers to maintain local stakeholder participation and support.
- Maintain diaries and progress reports as required by UNOPS standard proceedures.
- Maintain necessary and adequate liaison with State Government and institutions to ensure good cooperation and communication.
- Attend to preparation of documents for issuance of tenders for contracts and ensure proper clearances are obtained to issue such documents.
- Maintain and secure file for each contract.
- Evaluation of submitted tenders and offers of procured services/items.
- Support and contribute towards supervision of project implementation according to terms of contract, budget and specifications through a well-established “due diligence’ practice.

Education/Experience/Language requirements
- Bachelor in Civil Engineering or related required.
- Minimum of five years experience in a similar relevant position; including: experience in infrastructure and buildings construction and rehabilitation, preparation of Bill of Quantities, monitoring and quality assurance, supervision of buildings construction, bids and contracts preparation and processing.
- Fluency in oral and written English. Knowledge of the local language of the area would be an added advantage.
